What is a License Plate Replacement in Alabama?

Replacement reissues your rear plate or validation decal outside the normal annual renewal cycle. The transaction covers a closed set of triggers: the plate is lost, stolen, or mutilated to the point of illegibility. Alabama Administrative Rule 810-5-1-.229 governs the process, and the statutory fee sits in Code of Alabama § 40-12-265(b).

  • A replacement plate carries a new plate number. The old number is revoked in the state’s records and flagged for law enforcement. Personalized plates follow different rules covered in the procedure section below.
  • Replacement is not renewal. Renewal is the annual transaction tied to your staggered month; replacement is an unscheduled event with its own $2 fee and its own application form, MV 40-12-265-1.
  • Alabama is a single-plate state under Code of Alabama § 32-6-51, so every replacement involves one rear plate or its validation decal, not a front-and-rear pair.

All vehicle classes use the same replacement form and fee.

When Do You Need to Replace Your Alabama License Plate?

A plate must be replaced whenever it is missing or unreadable. Code of Alabama § 40-12-265 makes displaying a mutilated or illegible plate unlawful and subjects the owner to a fine of $25 to $100. The statute gives no calendar deadline for requesting the replacement, but driving with no plate or an illegible one is a citable offense from day one.

  • Trigger conditions include a plate that is lost, stolen, physically damaged, or altered in any way that obscures the plate number or validation decal, as currently published in Rule 810-5-1-.229.
  • A police report is not required for the first or second replacement due to loss or theft. The third replacement for a lost or stolen plate does require one, per Shelby County’s replacement policy.
  • New residents must register within 30 days of entering the state under Code of Alabama § 40-12-262. Missing that window triggers a $15 penalty plus interest, not a replacement transaction.

How to Get a Replacement License Plate in Alabama

Replacement must be handled in person at your county’s license plate issuing office. Alabama does not process plate replacements online or by self-service kiosk. Before visiting, gather your current registration receipt or plate number, a valid photo ID, and proof of Alabama liability insurance.

  • In person, present the completed Form MV 40-12-265-1 to the license plate issuing official at your county office. If the plate is mutilated, you must surrender it; the office retains it for audit. If the plate is lost or stolen and cannot be surrendered, the official revokes the old registration record.
  • An owner who cannot appear may send a representative with a notarized Power of Attorney (Form MVT 5-13) that specifically authorizes the replacement. Immediate family members may replace a plate lost in the mail without a notarized form.
  • For personalized plates, a duplicate bearing the original message can be issued only if the plate was lost in the mail or surrendered due to damage. A stolen or unrecovered personalized plate cannot be reissued with the same message until the current registration period expires.

Can You Replace Alabama License Plate Online?

No. Alabama does not offer online license plate replacement. The online portals operated by county offices, including ALTagRenewals and the Jefferson County Express Lane, handle annual renewals only. Replacement requires the in-person filing of Form MV 40-12-265-1 at a county license plate issuing office.

  • The mail-in path is available in some counties. Shelby County, for example, accepts Form MV 40-12-265-1 with payment by check mailed to the county license department. A $2 mail fee applies per registration. Check with your county office before mailing.
  • Payment at the counter is typically by cash, check, or credit card. Credit card transactions may carry a processing fee set by the county’s payment vendor.
  • No turnaround time is published statewide. Standard plates are issued on the spot at the counter; personalized plates must be manufactured and shipped, which takes roughly six to eight weeks.

The county office is the only reliable channel for plate replacement in Alabama.

How Much is License Plate Replacement in Alabama?

The statutory replacement fee is low at face value, but the total on a mailed replacement or a plate-type change can stack higher than the $2 headline figure suggests.

  • Code of Alabama § 40-12-265(b) sets the base replacement fee at $2 per plate or per validation decal. Of that $2, the state Department of Revenue receives $1 and the local issuing official retains $1.
  • A $2 mail fee applies to each registration when the replacement plate or decal is sent by mail rather than picked up at the counter.
  • Alabama charges no county overlay on the replacement transaction itself. The $2 statutory fee is uniform statewide, though individual counties may impose small processing fees on card payments.
  • Switching plate categories at replacement time (for example, from standard passenger to a distinctive plate) requires payment of the annual additional fee for the new category. The base registration fee for a standard passenger plate is $23 plus a $1.25 issuance fee, per the ALDOR motor vehicle registration fee schedule.

No late surcharge applies to the replacement transaction.
